When I lived there, it appeared to me that the country was moving in a direction where it would only pay to be on welfare. If you were on welfare, you could afford a flat in London; have your kids meals paid for and get subsidies for everything. I am pretty sure that if this law passes, they will cut a deal for people on welfare where they do not have to pay the charge.

Thatcher turned the country from a products country to a services country and now it appears that with talent and a capacity to earn is being taxed so hard that talent is now leaving the country so that the can afford to leave. I know a number of people who just packed up and moved to Spain because they can no longer afford a house in London. If your on income support, the council will pick up the tab.
