Looks like a Cummins manifold...
Also, the US one doesn't look too poor... just has ever so slightly further to travel. That EGR end isn't pretty bud that pipe you wouldn't see me spending big money to replace with a header.
Something like a JetHot 2000 will only promote heat transfer to the turbo with that setup. I had the parts on my WRX done in that manner, far cooler under the hood.
If I could get an extra trap oxidizer replacment pipe you could cut off and weld shut that EGR hole, then coat the pipe. Then put the extra money toward an efficient intercooler and cranking the IP up some.
