The 90 degree elbow is the intake for the vac. vent valve for the transmission. A black line usually is connected there that opens in the interior simply to draw fresh air instead of possible contaminates in the engine compartment. It will work fine the way it is, but I would re-connect the black line going to the interior.

The extra length of your ALDA line was added for some reason by the PO. Right now it is by-passing an electric overboost protection valve, this should be corrected as a safety measure.
