On the old fashioned steering wheel its a brass ring and button combo activated by pressing the chrome horn ring. Not uncommon for the the horn ring to require cardboard shims after awhile. The center pad pulls straight off 3 ribbed plastic dowels underneath.

But when you say "horn pad" it sounds like the newer model steering wheel, dunno about them.
