They are SO RUSTY (externally), it's like they were found on a beach somewhere and then pu in my engine (most of the enine looks fine).

I was wondering, could this lead to operational issues? Should I just take them out and clean them with a wire brush on the outside, or is it maybe time to get a new set.

Its whats inside that counts...........unless the car is running well why pull them and then need new heat shields and return line....
