Straightening W203, Front Inner Bumper

Well, my C240 was backed into on the left front corner. It was at a car wash where I went to wash the salt out from underneath on the way back from Kansas City. It pushed back the inner bumper enough to move the outer bumper back about 3/8" at the headlight and at the wheel well.

It has been too cold to go mess with it plus I have a bad cold or the flu right now. I did see that there is an easily removable cover at the lower front of the wheel well area. Will removing this cover give access such that I could put a bar up through to the inner bumper to push it forward, or will I have to remove the entire outer bumper?
