windscreen frame rust W124 1995 E300D

Can any one help with advice? My windscreen cracked at the top. Was having a new one fitted. Before removing the old one the technician spotted rust and said it needed to be repaired before fitting. Is this a common problem and tricky (and so expensive!) to do?
