rust around plugs near bottom of car- 87 300e

I was wondering if anything can be done to repair/control the rust and deterioration that is occurring on my car around the four round "plugs" (for lack of a better term) that are located right near the bottom of the car behind the front wheel-well and in front of the rear wheel-well. What are these for, water drainage?

I think they are the jack socket plugs. Someone else posted a similar question. Pop them out, get some rust remover and soak the whole area. If the paint is bubbling, you need to grind it off and get some bodywork done. If not, you can slow down the rot with rocker panel coating, or apply rust inhibitor.
