RADIO wired wrong? Only works in switch position #2

1983 300CD original radio, Europa.

Manual states, "...radio can only be operated with the ignition key in the number "1" or "2" position."

Mine only works in the #2 position. Doesn't appear to have been modified.

Any idea where to start looking? Hopefully it's just a push-on in the wrong place or something easy.

check the fuses, there is one that if removed or blown the radio will only work in position 2

Just double checked the fuses...they're all good.

Fuse check

How are you "Checking" the fuses?

Multi Meter for continuity?

Yep, bad fuse.

Looked good, but when I pulled it out, it was bad.
