New head unit, no amp output

Hello:
New guy here so I hope I'm not repeating the same common question. I just bought my E430 that has an Alpine CDE-103BT installed. The speakers work but quite weakly. A service tech said that the most common problem with this action is that the system locks off the audio system including the amplifier and an MB scanner can unlock it. Apparently the BMW system also does this. He said that the system will work but poorly until the amp is unlocked.The system sounds like it is down on power. Does this make sense and has anyone noticed that the system separately controls shutdown of the amp?
