1991 300E Hirschmann 3 prong connector question

Antenna in question is part number 1248201675. The connector has 3 prongs. Black, Red and blue. My assumption is that the red is constant power, black is the ground and blue is the 12v trigger. When I put my test light to the blue wire on the car, I do not get any power when turning on the radio. This model does not have an antenna height switch. I do have ground and constant power. Does this mean I have a problem with the becker not sending antenna signal? When I test the antenna on the bench, I should be able to hook up ground to the appropriate pin, and power to the other two, in order to test operation, correct? does taking the power away from the blue trigger, cause the mast to retract? Sounds simple enough, but nothing is working for me, so I want to make sure. Thank you.
