Rough top surface

All the top surfaces have a rough feel to them, it looks like lots of real fine white spots, almost like some paint overspray. I've washed and waxed and polished it several times, and tried alcohol and ammonia and I think gas but the only thing that works is scraping it with my fingernail. What could it be? What else can I try to get it smooth again? I don't want to scrape the whole car with my fingernails
