Paint cracks

Can paint cracks and dullness be removed with wet sanding w/2000 grit sanding paper?

Dullness yes.
Paintcracks no.

Before you try wet sanding make sure polishing compound won't solve the dullness. Don't be any more aggressive than you have to.

If you really have paint cracks and not just scratches, you will have to repaint the car to solve the problem.
