Uncooperative Old Polish

Since my 77 280E has the original paint, I need to polish & wax it once a year, if I'm feelig energetic.

Today I put on Meguire's #2 polish, but I can't get rid of the swirls. Plus, it doesn't leave a dry hazy finish. Is it possible for old polish to stop working? Also, and maybe just my imagination, it seems to be thinner than it was when new a couple of years ago. Could this be the problem?

Since no one volunteered the secret, here is what I discovered: Polish has to be applied in very small spaces and rubbed on back and forth - unlike wax. Once you feel the polish starting to dry (it becomes harder to rub), remove it immediately with a dry 100% cotton towel or buffer.
