Remove and clean the effected areas...

I would avoid using strong smelling solutions. Use a weak bleach and water solution as a last resort. Dry fish tank filter carbon can sometimes suck up some stuff that is left behind.

Oh no, you're not getting off that easy! We wanna know the story!

In the trunk? In the carpet? Under the seats? Where?

Oh yeah, and don't give us that "bump for a customer" line.

Oh yeah, and don't give us that "bump for a customer" line.
Owner is a fisherman, arrested for drinking/fishing by Detroit police "months ago in the heat" + car towed.
The car was lost in the system, they found it this week and waived all fees.
Plastic wash tub in the rear, bait bucket and days catch still there.
He was told; "Your problem, get it out of here now or we seize and auction it".
He used an ice scraper to clear mold off the inside of the windshield so he could see out.
He came by my place begging for suggestions.
I could not tolerate the stench from fifty feet upwind.

I suggested a long visit to the nearest car wash, with no drinking alcohol involved.

I gave him:
* several large Contractor Clean Up trash bags.
* safety goggles.
* a pair of Neoprene Dishwashing Gloves.
* two dust masks + vics vapor rub.
* a gallon bucket.
* a gallon of ammonia.
* a scrub brush.
* a 12oz bottle of Palmolive dish soap.
* four rolls of paper towels.

Oh Lordy, I was afraid of something along those lines.

Pull out interior, including head liner.
Scrub the interior of the car with hot soapy water, lather, rinse, repeat.
Use one of those ozone generators inside the car for 24 hours.
Re-do step two.
Shampoo interior carpets. Let dry, cover them with baking soda for a day. Vacuum and re-shampoo.
Turn seats upside down. Remove back panels. Dust liberally with baking soda. Vacuum out as best as possible after a few hours.
Buy new headliner.
Re-install and forgo that drinking and driving stuff.

B: 1/2 gallon of gas, 1/2 gallon of diesel, 1 box of soap flakes blended together.
Apply liberally throughout the interior.
Insert a lighted road flare from a distance.

There are industrial cleaners used to clean crime scenes that you coudl use to clean the odor out of the car... May I refer you to the mythbuster's episode on cleaning up a car after there's been a dead body in it for a while...

Wow ammonia and fish - now there's a winning combination for this year's Christmas perfume sales! Puke while you drive.

Update

Interior, headliner, dashboard removed and burned by owner.

He scrubbed and steamed the interior of the car:

#1. Gallons of hydrogen peroxide.
#2. Hot (Tide) soapy water.
#3. Mr. CleanŽ Antibacterial All Purpose Cleaner, Summer Citrus.
#4. Hot Vinegar water.
#5. Simple Green.
#6. Hot (Palmolive) soapy water.
#7. Hot Vinegar water.
#8. Hydrogen peroxide fogger for 12 hours.
#9. Steam cleaned every possible inch of the car twice.

The odor seems to be gone.

He has a complete replacement interior (been in storage more than ten years) to install asap.

On a side note, he stopped drinking, and sold all fishing gear.

That sounds a bit extreme. Sold his fishing gear? I don't know if I'd go that far.
