Removing wax sealant?

I am currently de-rusting and re-painting the rear subframe on my 240D.

There seems to be a thick, waxy rustproofing coat on it that is very hard to remove even with a strong degreaser (maybe the one i'm using isnt strong enough?)

I am not sure if this coating came from the factory or something the PO had applied.

Any suggestions on how I could go about removing this?
