81 300SD acid rain water spots how to remove

Guys - 1981 300SD original 904 Dunkelblau or Midnight Blue single stage paint. I am not able to remove the hood water spots - milky white.

Have compounded the hood at least five times over some twenty years and it always worked before. But this time no joy.

Does anyone have an idea.
