Oxidation on '86 300E

I have some significant oxidation (me thinks thats what it is) on the hood of my '86 300E. I've tried several products to no avail. Any suggestions?

well how bad is it because sometimes the paint is too dead to bring it back best way is using qucik cut compound and then a glaze and then a wax machine polisher are best results
