Rust under front door guard rail

I have a 1996 E-320. Small rust spots have appeared along the exterior upper edge of the guard rail on the driver's side front door. How do I remove the guard rail? This is the plastic strip located about in the middle of the exterior door panel. It appears to have one screw on the inside of the door, but I don't know what to do after removing the screw. Thanks for your help.
