Just roll the car into the garage when not working on it, or a car cover.
I've never heard of a law against working on a car on your own property. Sounds like the city has an illegal ordinance. If the car is a derelict or obvious junker out front, then yes they do have a right to get in your business. Your actions directly impact your neighbors. Affects their home values and such. Nothing wrong or unconstitutional about fixing your car in YOUR driveway. If it's been there say 6 months, then you may well have a public nusiance issue with the city/nosey neighbors. Depends on if you have a basket case displayed for all to see or a nice car that doesn't run. Behind your fence/in garage...your business only. If you are renting then it's a landlord/tennant matter. I think my city has an ordinance against "junk cars" out front. But I have never seen it be an issue unless a property owner was in gross violation. All depends on the situation & location. I think your problem is a nosey neighbor. Who stares at you in the morning? Who never returns your wave? Who is a little old lady with nothing better to do?
