Where are the pre(I'm guessing it has one) and regular fuel filters located on this car?

Nowhere, since that car doesn't exist, at least in the US. (TD implies a diesel wagon).
But to answer your question, the main spin-on filter is in the front of the engine next to the PS reservoir. You can't miss it. The prefilter is inside the main filter housing. You have to remove the plastic fuel hose that connects to the top of it. There's also a strainer in the tank.

The main filter looks like a small, sliver oil filter. The pre-filter is located in a space inside the main filter housing and is secured with a 10mm bolt and a little metal fork. Make sure the new pre-filter has the lower o-ring in place and if not, transfer your old one to it. Otherwise, the car wont run at all or at best, won't run well...
Part 8 is the main filter, part 26 is the pre-filter and part 29 is the o-ring of doom...
