123 Hood Latch/Cable 1977 300D

I need some help please. Yesterday went to open hood and broke off my cable which opens the hood. When I tried to grip and pull with vise grips, no go cable does not move. I just replaced the cable about two months ago.

Question is how do I get access, do I cut through grill?
Is the fact that the cable is stiff operating which it has been a factor of a bad latch?

Help please as no access means no access to check my oil and more importantly no access to my block heater plug.

You typically can't put enough tension on the cable by pulling on it. You need to somehow hook up your vise grips to the cable and then arrange a way to get leverage against the vise grips.

I had this happen a LONG time ago and I don't remember what I did to repair it, but I do remember that I did not replace the entire cable assembly.
