replaced shut-off valve at key switch...

I replaced the shut-off valve at the jey switch and the problem still persists somewhat. It took me 4.5 hours, but that's because I couldn't find the pin to release the switch from the column to pull the whole assembly out. I also replaced the electrical portion since the spring on the old one was worn out. The car now starts like it should, but one in every 5 starts or so is unsuccessful.
Now however, if it won't start on the first try, I just try again and it fires right up. So, what gives? The lobe was turning fine inside the switch. Why isn't the vacuum releasing so the shut-off will work properly?

Could you describe a bit more precisely what you mean when you say "unsuccessful" and "won't start." Knowing the model of the car would not hurt either.

Unplug the vacuum lines to the switch on the ignition. If the problem persists its not in the vacuum switch on the ignition. Could be the switch on the IP or wires to your starter.. engine grounding strap, solinoid.. numerous things.

Let me clarify...

The car is an '87 30SDL.

The car cranks but just won't start. The problem is, when the key is turned on, vacuum is not released from the shut-off system so the fuel remains shut-off while I am trying to start it. So when I'm cranking, the stop lever is still stuck down like it is when it's turned off. The stop lever is suppose to stay down when the key is in the "off" position, but once it goes to position 2, it should pop back up and let the fuel flow.
