Clean the area in and around the hole. Insert the short end of a 14mm bent allen wrench. Position it so that you can get a cheater pipe on the long end of the wrench. Weld the wrench to the plug using 2 good tack welds, one on either side of the wrench, using a 5-p or 6010 welding rod. Let it cool to the touch and I bet the plug will come out with a minimum of effort. Once the plug is out salvage the wrench by cutting it off at the plug, back about 1/2" from the weld, with a hacksaw. No sense scrapping a good wrench. Install a new plug with one wrap of pipe tape and a reasonable pull with the allen wrench.
