A chemical dip. That stuff won't come off with any chemical you should be using in an open environment.

Provided the manifodl is off the car, a shop cleaner with a heated solvent in a closed system (sorta like a dish washer made for auto parts) is ideal, but a DIYer would find the new engine degreasers that contain citriic acid do a good job. Not as noxious as carb cleaner. I buy mine at Grangers.
A bottle brush (K-Mart, etc) will help dislodge the gunk in the crossover or manifold passageways.
Use a full face mask as even a tiny speck of the stuff will sting your eyes! Then spray it down with a strong blast of water from a garden hose.
If you meant on the car, then thats a different story! Better to remove it to clean it.

Take it to an engine rebuilder and get it hot cleaned in their caustic vat. If you are not in a hurry you can probably get it done free when he does an engine.

Fill the manifold with kerosene and use a very stiff pipe brush to remove the tar. Letting the kerosene sit in the manifold overnight will soften the tar up.
