Injectors - are the shims...
Are the shims the same size in a 617 injector and a 603 injector. I am thinking about building a pop tester and then rebuilding the injectors myself. I don't have extra shims around, but I have a set of injectors from a 78 300d. Can I use them to balance the pop pressure on my 603 injectors?

Yes the shims are the same size but most likely they have a very different thickness as the springs in the 603 injectors are longer so you'll have to do some grinding and/or stacking.
