I believe that this device is a method of adjusting your idle speed. There is a resistor inside the cap of this thing and you pull up on it and turn it to another number and it will make the idle go up or down. Not sure of which direction to turn it though as my idle speed is 630 rpm and that is the correct idle speed for my car, also a 1986 300sdl.

It fine tunes your Idle Speed.......
IIRC - each number is about 50 RPM - Higher the number - higher the idle. Stephen
