I couldnt find diesel price index, but here's gasoline prices around the world.......

I'm moving to Venezuela or Egypt, diesel prices can't be to much different. Maybe I'll drive down there to fill-up, at that price is might be cost effective.

Kinda surprising to me was Puerto Rico too, being among the cheapest. I guess exporting alot of rum has its advantages for the island.
