start up and shut down issues

Patient- 1983 300D, 450k+ on odo.

Complaint-#1. When first starting I have to give it some fuel, via foot on accelerator, just to hold at idle. have to do this for 3-5 min in order for it to run on its own. After it warms up a little she goes fine.
#2. When shutting down it takes 10+ seconds to turn off, sometimes it is immediate.

I just replaced old glow plugs with new Bosch ones and adjusted the screw between IP and block(engine was hunting, now not.) Fairly new filters all around(minus trans and P/S)
So I am thinking that the problems I am having are vacumm related, especially#2
Finding the leak in a line or connection or even replacing the shut off valve is all easy enough just need to take time to do it.
On #1 I am guessing that it could be vacuum problem and definately fuel delivery related(Does EGR do anything to warm up intake during start up?) I see that there is a line connecting the EGR and a Temp sensor and or switch near T-stat . How do I check these components?

Any help is much appreciated thanks Zach

Get a mityvac or similar unit and test the shutoff valve, it needs to hold vacuum, it probably wont and in which case replace it.

As for the starting and idling, make sure you vavles have been adjusted recently. The EGR has nothing to do with it, but you may want to plug the EGR vac line with a golf tee or BB just because it robs you of power. I would say that after a proper adjustment of the valves, new gp's, good oil, and new filters, if she doesnt start right up you may want to try the rack dampener pin. You can adjust it by loosening the locknut and turning it in some. It is located between the back of the IP and the oil filter housing. If adjusting it doesnt help, it probably does not start and idle well becuase it has 450,000 miles on it! Be glad, not too many around here can top that.
