300TD Unretracting Seatbelts
 

Hey all

I have a '87 300TD, We have just moved to British Columbia Canada and our car needs a out of Province inspection. A couple of things that are failing is the front passenger seat belt does not retrtact well and the rear passenger belt doesn't even come out. Also the rear passenger window doesn't come down with the door switch or the center console switch. It is probably a vac issue but if anyone has any words of wisdom or a starting point that would be great.
Also a few weeks ago the car would not shut off, I eventually found the vac line to the ignition had broken off the main line. It was tricky because the nipple faces down and so I saw a disconnected line but no spot for it. Anyways during my looksee under the hood I noticed just behind the passenger headlight was couple of disconnected vac lines that had been cut/crimped/melted shut vac lines. They appeared to have come from a thingy ma jiggy(tech speak for unkown mystery part) just behind the passenger headlight. I recall it was 2 cylindrical shapes. Does anyone know what the mystery part/ vac activated part I am describing does??
One last thing, I took a rock through my fog light lens which is very opaque and wondered if there is a good place to replace them for a reasonable cost.
