Oil in intake

I have a 76 300D and I recently purchased the car and I noticed that inside of the intake it is covered in like dried oil or thick soot, is this normal?

Thanks for the link, I do not belive that applies to my vehicle I am not positve but I have a naturally aspirated model... I thought they did not have egr.?

a 76 model has no EGR. First diesel model with EGR came out in 80. Should have PCV though.
