Simply unplug the connector on the cruise control amp (it is the aluminum box approx 1"x3"x5") located under the dash to the left of the steering column.

Or you can disconnect the cruise actuator. It's a rectangular 8-pin connector on the inside of the driver's fender, somewhere in the vicinity of the blue "flying saucer".
