Will ULSD cost more?
It looks like we should see it this fall?
Curious how much we will get jabbed at the pump? http://www.signonsandiego.com/uniontrib/20060207/news_1n7diesel.html *edit* I noticed in the article quoting Bush that we need to "reduce the nation's Mideast oil imports by 75 percent by 2025 " won't the Saudis just sit back and charge more per barrel the less we import? Whether justified or not, we will likely see a price increase blamed on the extra refining necessary to produce ULSD. It is that way for every "boutique" fuel, I can't imagine diesel will be any different.
As to your comment on oil prices, even if we do reduce our imports of foreign oil, China and India are growing rapidly enough to more than make up for the difference in demand. Also, the Saudis don't set the price of oil, nor does any other nation. Oil prices are for the most part set by open market trading. It isn't much different from any other commodity such as corn, soybeans, coffee, etc. The only influence any particular country has on oil prices is by controlling the supply of oil. The OPEC countries sort of collectively set a figure for production, but it isn't strictly adhered to for the most part. The world's largest oil producers, collectively the countries of the former Soviet Union, aren't even members of OPEC.
