83 300D Clock, 2 caps but resistor is blown??

I went to replace the 2 Capacitors on the clock cct board of my 83 300D and I noticed what looks like a resistor that is baked. It's blackened around the resistor on the cct board. I could not measure the resistence value and I'm wondering if this is a "thermal fuse" I read about briefly in another post. Can someone tell me what this is and what value it is? And also, if I replace it can I expect the clock to work or is this a fatal problem for the clock?
