Removing '84 SD Steering Wheel

I pulled the perimeter of the soft center, but the very center seems to be firmly attached to the horn plate. Is this so? Do you just remove the four Phillips and leave the pad attached to that backing plate?

I've done both. The center is attached by some molded foam tabs that clip over the center metal plate.
