What is the differance between adjusting the Rack damper pin and adjusting the idle, i cannot seem to find a rack damping pin on my IP, is it on a 1979?

I don't believe that your NA has a rack damper pin. It lives on the back of the injection pump on the OM 617 turbo engines. That particular engine likes to rock and roll, and the pin reduces the occillations. A smooth idle in this engine comes when your injectors are balanced - that is, they pop at the same pressure. The greater the variation, that rougher the idle.
