Tensioner Pulley/Belt Removal Question w/ Picture

After reading a number of threads on this process I am still a little unclear as to whether anything needs to be done as far as loosening the pictured bolt. It appears this bolt/bracket combination would prevent the plastic piece which is rotated counter clockwise (towards the passenger side of the engine compartment) from rotating.

Comments/Suggestions?

Thanks in advance.

The bracket pivots on the pin you have circled. to to remove the belt, you must first remove the bolt in the upper right of your pic. then you insert a rod in the opening in the top of the bracket to lever against the spring. The stock lug wrench fits just right.
