Check your glow plugs for proper resistance and all fuel lines for leaks.

The glow plugs are all testing fine.It only happens when it is at an 8th of a tank. Ihave to hold the fuel peddle down all the way wil I crank it for about10-15 sec intrivals it takes about 5 times to get to slowly sputter back to like. Once warm it runs great??

Sounds like its time for replacing the clear fuel lines and O rings. I am guessing if you look under the hood there will be air bubbles flowing through the fuel lines as you are cranking.

It definitely sounds like it's being starved of fuel. Have you ever replaced the fuel filter? It could also be the tank screen. First I would check whether you're getting fuel to the prefilter (with the engine off when you're having this starting problem). The prefilter is in the main fuel filter housing and it's supplied by the fuel line that goes to the top of the housing. Simply disconnect the line and take a peek. This will help us diagnose your problem further.
