I'm a little confused, are you saying the vent line between the tank and this valve is plugged, you can't blow air through it? Have you considered trying to clear the line with something, like "weed whacker" line?

I have tried to blow through it and I can't. I took a piece of heavy gauge wire and can only go about 3" toward the tank. I can go about 12" toward the vent exit from the valve directly under the tank. I have attached a picture of the valve.

I am not sure what to do next. I have the cap with a small hole in it right now and that is working...but I don't know how smart it is.
