harmonic balancer

Has anyone had the harmonic balancer go bad? My 82' 300sd 320kmi has a high speed vibration at about 3000rpm. It's not drive train because it will do it in nuetral. At all other speeds it's perfect. It does idle shaky and I've done the rack dampener, diesel purge and valve adjust. How hard is it to get the balancer off?? Engine has no blowby and has plenty of power and good fuel milage.

Getting it off is easy. The challenge is getting it back on!!!

I would be surprised if the harmonic balancer has gotten out of balance unless someone broke a piece/section off of it.
