Brake Help Needed

"79 300 SD
Booster is not assisting the brakes.
I have 25" vacuum on the large black vacuum line to the booster.
I have pulsating 14 - 16" vacuum on the small vacuum line comming off the vacuum pump.
Booster holds 10" vacuum for 10 minutes. This was done with a manual mini vac and the booster may hold a larger vacuum but that is a bit of work with this manual pump.
Master cyl. was rebuilt this week. I removed 1qt brake fluid from the booster. Master cyl. was bled by losening the line nuts and pumping till fluid while holding the pedel down. Brake lines were flushed and bled.
I disconnected and plugged all other vacuum lines (getting desperate), with no improvement.
After reconnecting vacuum line to ign. switch, engine shuts off 0-2 seconds after key is turned off.
Any advice?
The only item I believe I have not checked is the check valve in the pump to booster line.
