Intake Bolts on 603

Aside from the bolts that were fouled on the way out, should I replace the bolts that hold the intake down? I know you're supposed to use new head bolts every time you remove them, just wondering if the same goes for the intake. Thanks!

Oh and also, with the old school torque wrenches (the ones with the needle and the visual reading), is it essential to keep the pivoting handle flush with the wrench body?

The torque is something like 25Nm/18.5 lbft so I wouldn't bother replacing bolts that look good.
