Foam tube replacement

Not sure why, but the original tube was foam, probably for a reason, perhaps to insulate the cabin air sampled by the dashboard sensor, thus making temperature adjustments by the CCU computer more accurate.

I just created and installed a foam hose from a 6" piece of foam pipe insulation from Home Depot (cost: $1.64). Simply put, I can't believe the difference in CCU performance replacing this part made. The fan speed now stays where I put it (low stays low, high stays high, auto still does what it wants, as needed). The temperature control dial now actually has a purpose and doesn't need to be cranked all the way up or down to have an effect. I heartly reccommend the foam vs. ordinary tubing option.

He was probably talking about a small sintered metal or ceramic filter element. However not sure where he thought it was supposed to be used.

Looking at a vacuum diagram for the ACC system, I see several locations where a "throttle (orifice)" is shown in a vacuum line. This would slow down the actuation of the vacuum element fed by that line. The legroom flaps, for example, don't snap open or shut abruptly.

I don't recall looking in one of those vacuum lines to see what they look like, but I imagine an appropriate sintered metal plug might serve admirably for that purpose.
