Delivery Valves, IP pumping elements

I made a post recently about a problem my 1984 300TD has been having. It is very hard to start, and won't idle. I can keep it running by giving it throttle. The fuel system up to the IP, and the fuel return is just fine. READ: FILTERS, TANK SCREEN, LINES, AND LIFT PUMP ARE FINE (I know because I tested them extensively, and replaced where applicable). The engine is also somewhat short on power when driving, but runs smoothly (I.E. not an injector problem). My question is,

A) Could this probem be caused by bad delivery valves? What part numbers do I need to replace them all?

B) Could this problem be caused by bad IP pumping elements? Part numbers?

C) Can I replace pumping elements without removing the IP? I recently came across a thread where someone removed the pumping elements on a 240D and was able to get it running again by adjusting something in the pumping element and using the millivolt timing method.

D) Someone else on the forum was having a similar problem, replaced the IP, and now says the car runs fine. I have a replacement pump in a parts car, but if its just the delivery valves, or if replacing the elements is really as simple as it seems, then I don't want to pull and replace the pumps.

I would verify correct pump timing before I started replacing things. I wonder how many folks replace the pump and all is well, when really just a timing correction would have solved the problem......
Pumps rarely fail.

I agree with Jimmy... probability says that you canNOT have all your elements go bad at once. My work on my 240D recently tells me that the timing retards as you have chain stretch and I found my off by ~4 deg. after 24,000 miles [I found it at ~20 BTDC]. So by all means check your IP's timing and if it is retarded close to 10 deg. [~14 BTDC] you should also check your valve timing. It might be time for a timing chain!??
