Okay, I'm looing for a trunck seal, 1980 300SD, it's strange, they have different part numbers, separating California and Federal....

.... is there a diference? if so, what are those differences?

... BUT I don't see any difference in these parts listings... other than the words "California" and "Federal"... and the p/n(s) are the same for both of these. Take a look at these links:

What you might have is two different manuafacturers... OR just another goof up in a listing!
