fuel line heater

I found a fuel line heater in a diesel at the junk yard today. I,ve never seen one before. I guess because they are more necessary up north ,not in far South Louisiana. Is there any benefit to cars in a climate where it only goes down to 30 maybe 3 days a year. If not I have one if anyone needs one. Let me know.
