Look on German eBay or Dutch Marktplaats. There are many round style Euro lights for sale for muc less than $250 including freight. You could also get aftermarket lights that are European made and replace the original large round sealed beam lights. Then you can put higher wattage bulbs and the lights have the superior European optics.

not the looks of euros, but the performance. or close, anyhow.
i have yet to order, but have heard that cibies are best. also they cost the most. here's the best deal on hella's. about $70+ship to start. http://www.rallylights.com/hella/headlamps.asp heres an off brand, but they have been around a while. anyone using autopals? pretty cheap-around $40, shipped. http://stores.ebay.com/Autopal-Lights_7-H4-Headlights_W0QQcolZ4QQdirZ1QQfsubZ3526679QQftidZ2QQtZkm and cibies. $51/ea, plus ship. http://www.talbotco.com/cibie_main_frameset.htm this is just what i have found, because i am going to upgrade very soon. i cannot recommend any particular brand. I am also toying with the idea of running a 4 headlight system. 2 5 3/4 highs instead of fogs, and 2 7" hi-lows. with some relays, of course.good luck...
