Warm climate or not you still need glow plugs.

If you want the check engine light to go off and stay off, you need to replace the Glow plugs and fix any other codes present on the ECM.

How would that make the CEL stay off?

At least it will go off for awhile. Electrical tape over the light is a good permanent fix to make it say off.

If you read the codes on the ECM with a computer, it will likely read "glow plug light illiminated" and it could be reset at that time. If the GP's are replaced, sometimes the light will reset after a few starts/stops of the engine. Depends if it is a stored code or not.
