Hard Start & Rough Idle...New GP's

I just replaced my Glowplugs a few weeks ago (Bosch) and they test fine, yet my car takes more than a few cranks to start up and idles rough before warming up. The relay is fine as well. I backed out the Rack Damper pin a lil and while it helped a tad, it didnt solve the entire problem. In addition, when the car finally starts up it idles very low (~500 rpms), yet after I press on the accelerator pedal just a bit and release it the idle settles back to ~750-800 rpms which is where i had set it and where it idlles when it is warm. Other than Rack Damper pin what else could I possibly adjust to try and fix this?

A valve adjustment probably won't hurt. Checking the timing would be a good idea too.
Also lube your linkeages.
