240D in rain

It was raining hard this morning in Houston and as I am driving my 240D 77 on the wet roads every time that I hit a bit of standing water all three red lights on the lower instrument cluster come on (battery, brake etc.) also I can hear the fan belts screaming, is this normal with other diesels?

Only if the belts a loose and/or worn out. If they are in good shape, they shouldn't slip in the wet.

I think its a good idea to keep belts as lose as possable so they dont put undo stress on bearings and bushings. My criteria for tightnes is "if they "give out a squeel when going through a good down pour, they are a tad too lose.

Yeah, I have noticed the belts on these motors sure don't last. either the heat, or the... leaks deteriorate the surface of the belts, causing them to slip/squeal. I am sure Huston heat is not kind to them either.
